The total outlay of budget estimate for Chandigarh for this fiscal has been rather disappointing, with a marginal increase of just Rs 12.63 crore from 2006-07 revised estimate.

Finance Minister P. Chidambaram today hiked the Union Territorys budget outlay for 2007-08 to Rs 1102.63 crore. The revised estimate for 2006-07 had been Rs 1090 crore.

In fact, the outlay for housing and urban development under the non-plan outlay has gone down considerably, from Rs 55.34 crore in the revised estimate of 2006-07 to Rs 34.82 crore during this fiscal. Besides this, the finance minister also did not come up with any specific provisions or schemes for the benefit of the Union Territory.

The budgetary outlay for 2007-08 includes Rs 267.63 crore as planned and Rs 835 crore as non-planned budget.

Most city staff would run through walls for her. She fought for better pay and benefits while putting the city in the best financial state it's had in years. She inspired us to do more and be more and led by example.

When staff was criticized, she stood front and center to take the blows. I didn't always agree with her, and she didn't expect me to.

I hope others appreciate what we had.

Re: Feb. 10 Rich Oppel column "Armed with GEDs, inmates can triumph over their pasts."

Though I also commend the prisoners for studying for and attaining their General Educational Development (GED) certificates, I wonder whether Oppel has looked at how many people, even if they have a doctorate, find it difficult, if not impossible, to gain employment after being in jail for a felony.


Shooting at West Branch Twp.

WEST BRANCH TOWNSHIP -- State Police at the Negaunee Post are investigating a reported shooting.

Officials say the incident happened at a residence in West Branch Township in Marquette County. A 911 call was placed around 8 a.m. Friday morning.

The male victim was transported to Marquette General Hospital and is being treated for an apparent gunshot wound there.

Chocolay and Forsyth Township Police are assisting the Michigan State Police in the incident.

Billionaire Palmer denies Springborg role

A BILLIONAIRE Brisbane businessman has denied being a key figure behind Lawrence Springborg's renaissance as state Nationals leader.

Sources within the Nationals have told The Courier-Mail that honorary life member and iron-ore magnate Clive Palmer was a key backer behind the former leader's return.

They also are concerned Mr Palmer – who was involved with the party during Sir Joh Bjelke-Petersen's years as premier – is behind a push to rebrand the Nationals in an attempt resurrect the party as a force capable of governing in its own right.

However, Mr Palmer yesterday denied offering any additional funds to the Nationals to reinstate Mr Springborg.

"Jeff Seeney was a great leader and did a good job and I hope Lawrence Springborg can do a good job too," he said.


Macao Chief Executive presents 2007 awards to 42 recipients

MACAO, Jan. 25 (Xinhua) -- Macao Chief Executive Edmund Ho Hau Wah Friday presented the annual honors and awards of 2007 to 42 outstanding persons and entities at the city's Cultural Center.

The recipients came from all walks of life. They were honored or awarded in recognition of their contribution to the development of the special administration region (SAR) or for their dedicated public and community services.

Macao magnate Stanley Ho Hung Sun and Leong Sut U received the Grand Lotus Medal of Honor, for their contribution to enhancing the SAR's image, reputation and development. Peter Pan and Ngan In Leng were awarded the Golden and Silver Lotus Medals of Honor, respectively.

Other 19 outstanding individuals and entities were awarded the Medal of Merit in seven categories including profession, industry and commerce, tourism, education, culture, and sport for their distinguished services in promoting the development of relevant sectors in Macao.
